Matt Spears

Environmental Protection Agency (EPA)

Matthew Spears has worked for the Environmental Protection Agency (EPA) since 1998.  Over the past 15 years his work at EPA has been instrumental in finalizing some of EPA’s significant air pollution regulations, which have been projected to save thousands of lives annually by reducing vehicle emissions by upwards of 95%.  In the past Mr. Spears held leadership positions at the International Civil Aviation Organization and at the International Maritime Organization, where he worked to set new standards to improve greenhouse gas and NOx and PM emissions from aircraft and ocean going ships.  In previous work, Matt has also focused on improving EPA’s emissions test procedures, which are essential for certifying today’s cleanest vehicles.

Mr. Spears is currently responsible for directing the development of EPA’s heavy duty diesel emissions regulations.  These include emissions standards for heavy-duty trucks, buses, construction and agricultural equipment, locomotives, and marine engines.  Mr. Spears is currently focusing on efforts to develop EPA’s second phase of heavy-duty vehicle GHG standards.

Stuart Johnson is a senior manager in the Engineering and Environmental Office of Volkswagen Group of America, where he is currently responsible for regulatory and policy affairs for power train emissions, energy, fuel economy, fuels, advanced drive technology, health effects, recycling and materials management.

Stuart has worked for Volkswagen Group of America for 29 years.  Prior to his present position he has been responsible for Volkswagen power train development projects related to alternative fuels, engine design and emission regulations.

Stuart holds a Bachelor’s of Science degree in Mechanical Engineering from the University of Michigan.  He is a lifelong member of the Society of Automotive Engineers (SAE) and has published SAE papers related to fuel efficiency.

Dirk Bergmann

Dr. Dirk Bergmann earned his Engineering Diploma and a Doctorate degree of Production Engineering from the University of Bremen, Germany. He started his industrial career as an R&D engineer at MTU Friedrichshafen GmbH, a major German company that designs and distributes engines worldwide for Non-road, Marine, and Power Generation applications. During that time, he gained a greater understanding of exhaust after treatment systems.  He took part in all phases of technology and engine development, from component selection to testing.

As Senior Manager he grew Industrial Non-road exhaust after treatment knowledge and expertise.  After becoming the New Technology Department Head he focused on improving the processes and methods for continuous technology and innovation management.  Recently Dr. Bergmann built up a new team and function within the Tognum Company (MTU parent company) for worldwide cooperation with industry associations.  Late in 2012 he left Tognum/MTU and became General Manager of FPT Motorenforschung AG.  He is responsible for FPT Industrial’s Arbon, Switzerland Technical Center.

Darren Tasker

He has been with the organization since 1996 and is currently responsible for developing Industrial engines sales and the distribution netowrk in United States, Canada, Mexico, Central America and the Caribbean. Steve Zumbusch is currently working as Director of Advanced Platform Innovations for Eaton’s Hydraulics Group.  He earned his degree in Mechanical Engineering from the University of Minnesota and after graduation joined Eaton as a product Development Engineer.  Over the last 35 years he has worked on a number of product lines and applications in a variety of capacities.  Steve’s duties have included Engineering Manager for Eaton’s Power Division, Director for Eaton’s applications teams, and now leading next generation solutions for customer platforms.  Steve has received nine patents for a number of different innovations and has been inducted into the Eaton Society of Inventors.

He serves on several industry committees promoting fluid power research at a number of universities and is a founding member for the Fluid Power Consortium at the University of Minnesota.

Nathan Zambon

Nathan Zambon has been an engineer in Donaldson’s Exhaust and Emissions business for over eight years.  He has lead the development and production launch of multiple DOC, DPF and SCR aftertreatment systems for a variety of off-highway and on-highway engine and vehicle manufacturers.

Currently, Mr. Zambon is the engineering manager of the applications engineering team.  The team is in the final stages of launching Tier 4 Final aftertreatment projects and is actively developing new technologies in anticipation of future requirements.

Mr. Zambon graduated with a B.S. degree in Mechanical Engineering from Michigan Technological University and is currently attending classes in pursuit of an MBA from the University of Minnesota – Carlson School of Management.

Richard (Rick) Bishop works at the John Deere Product Engineering Center in Waterloo, Iowa, USA.  He manages the Engine Emissions department of John Deere Power Systems, having responsibility for diesel engine emissions regulatory affairs, certification, and compliance on a worldwide basis.  John Deere Power Systems is a leading manufacturer of nonroad diesel engines between 40 and 550 kW and produces engines in six factories around the world.  The engines are used in John Deere agricultural, construction, and forestry machines and also power machines produced by other manufacturers.  Rick has been involved with emissions regulations since the late 1980’s, when California became the first regulatory body to focus on controlling the emissions from nonroad engines.  Rick has worked with regulatory agencies around the world as additional countries adopt nonroad emissions regulations.  One of his primary challenges has been to ensure aligned emissions standards, test procedures, and certification protocol around the world.

Bill Van Amburg

Bill is the Senior Vice President of CALSTART, the nation’s leading clean transportation technology organization. He has over 35 years of experience, including technology development, commercialization and marketing. CALSTART works across multiple fuels, technologies and all vehicles sizes. Over the years Bill has worked on electric, natural gas and biofuel infrastructure and vehicle development programs. His current responsibilities for CALSTART include overseeing its national programs in hybrid and high efficiency trucks, new fuels, and clean transportation consulting. He is also knowledgeable about environmental market mechanisms such as emission credits.

Bill has just launched a new program – the US-China Clean Truck Tech Forum – in partnership with the International Trade Administration of the Department of Commerce. “China Clean Truck,” as it is nicknamed, will focus on building opportunities for partnerships and exports for US medium and heavy-duty technology companies and Chinese companies, and will include two partnering workshops in China.

China Clean Truck grew out of a key program Bill developed and now oversees: the Hybrid, Electric and Advanced Truck Users Forum (HTUF), a national program speeding medium- and heavy-duty hybrid and advanced vehicle commercialization in a partnership with the U.S. Army National Automotive Center. HTUF has directly led to hybrid truck production by four major truck manufacturers and has now launched an E-Truck task Force to identify and target barriers to electric truck commercialization. Bill’s teams also manage an award-winning $43-million Hybrid and Electric Truck and Bus Voucher Incentive Program (HVIP) for the California Air Resources Board (ARB) and have launched the Hybrid Efficient and Advanced Truck Research Center (CalHEAT) with the California Energy Commission.

To support the growth of high-efficiency heavy-duty vehicles, Bill also serves on the Board of Directors and as the Treasurer of the North American Council for Freight Efficiency (NACFE), and is the program executive on a new program to develop a commercially-viable zero-emissions freight corridor connecting ports with rail.

Kenneth D Rose is a Scientific Associate in Fuel Products Technology at ExxonMobil Research & Engineering Company, located in Paulsboro, New Jersey (near Philadelphia). Ken is primarily responsible for representing ExxonMobil on various technical committees of the US Coordinating Research Council (CRC). In this role, Ken is ExxonMobil’s representative to the CRC’s Board of Directors and Co-Chair of the Emissions Committee. From 2006 to 2013, Ken was Science Executive at CONCAWE in Brussels, Belgium where he was responsible for Fuel Quality and Vehicle Emissions research. (CONCAWE is the research division of the European oil refining industry.) At CONCAWE, Ken coordinated various task forces that investigated fuel requirements for current and future vehicles, including their Well-to-Wheel performance on biofuel blends.
Ken began his ExxonMobil career in 1979. Between 1979 and 2006, Ken completed two assignments in England in the areas of analytical chemistry and fuel research. In 2009, Steve joined Separation By Design, Inc., manufacturer of KleerBlue™ DEF storage & dispensing solutions, offering the industry’s widest array of equipment, including transloading and delivery as well as dilution and solutionizing equipment to produce DEF.  His responsibilities include sales to OEM’s, DEF manufacturers, DEF distributors and end users which covers the agricultural, commercial, construction, generators, industrial, marine, mining, municipality, off road, on road (fleet and retail), rail and transit sectors.

Separation By Design, Inc., also manufactures patented aboveground oil/water separators, patented DEF and biofuels storage/blending/dispensing systems and custom pumping systems.

Storey joined Oak Ridge in 1992. His research has focused on engine particulate emissions, including real-world mobile source emissions. His research emphasizes air toxics and particulate characterization. His other areas of interest include health effects of exhaust nanoparticles, decomposition products in urea-Selective Catalytic Reduction (SCR) systems, and real-time exhaust composition measurement. Storey’s research has led to more than 70 publications and three patents.

He serves on the Transportation and Air Quality Committee of the Transportation Research Board, and has co-chaired the Department of Energy committees on emissions from advanced petroleum-based fuels. Storey is a Fellow of the Society of Automotive Engineers, and a member of the American Chemical Society. He has received three R&D Magazine100 Awards, the Partnership for a New Generation of Vehicles Award for Technical Accomplishment, and six Significant Event Awards from Oak Ridge National Laboratory.

Storey earned his bachelor's in chemistry at Harvard University, his master’s in environmental engineering from Duke University and his doctorate in environmental science and engineering from the Oregon Graduate Institute.

William Zobel

Bill has nearly 30 years of experience in the energy sector. Prior to coming on board with Trillium in 2009, Bill managed the Sempra Utilities[1] Natural Gas and Electric Vehicle Clean Transportation program.  Recognized at that time as the premier utility Clean Vehicle program in the country, the Sempra team executed an alternative fuels strategy which focused on customer education & outreach, sound alternative transportation fuel policy, and the demonstration/commercialization of promising natural gas and electric vehicle technologies.

Bill managed Environmental and Climate Change Policy for Sempra Energy, and served as Director of Strategy and Business Analysis for BP North America where he helped develop BP’s national presence following the merger of BP and ARCO in 1999.  In 15 years with ARCO, Bill successfully served in a variety of management positions where he was instrumental in developing and promoting landmark regulatory programs including RECLAIM - the Nation’s first multi-pollutant emissions trading program.

Bill currently serves on the Board of Natural Gas Vehicles America (NGVA), the California Natural Gas Vehicle Coalition (CNGVC) which he chaired from 2007 to 2009, and until recently was the Vice Chairman of CalStart.  Bill served on a select group under US Energy Secretary Chu to develop the National Petroleum Councils “Future Transportation Fuels Study”, published in 2012.  Bill holds a Bachelors of Science degree in Chemical Engineering from California State University Long Beach, and is a graduate of Columbia University’s executive business program.
