Argentina

Heavy-Duty Diesel Engines

Argentinean emission standards for new diesel engine trucks and buses (including light-commercial vehicles as from 2000) have been based on their European counterparts since 1994. The latest set of standards was introduced in January 2009 for new domestically-produced vehicles, equivalent to Euro IV regulations. For imports and existing vehicle models, the new standards came into force in January 2011. Euro V will come into force in 2012 for new models and 24 months later in January 2014 for all models.

Passenger Cars and Light Duty Vehicles

In January 2009 the new emission standards for new diesel engine passenger cars and light-duty vehicles were introduced for new models produced locally, based on the Euro 4 regulations. For imports and existing vehicle models, the new standards will come into force in January 2011.

Brazil

Heavy-Duty Diesel Engines

Brazilian standards regulating emissions from diesel engines are largely based on their European counterparts. The PROCONVE P5 standards for new heavy duty vehicles were introduced in January 2006 for new vehicle models (2007 for existing models), and are based on the Euro III standards. Originally the Brazilian government planned to introduce more stringent PROCONVE P6 standards in January 2009, based on Euro IV regulations, but these standards were never implemented. Nonetheless, the new PROCONVE P7 standards for new models are set to come into force in January 2012 for all models, based on Euro V standards. The new P7 standards also introduced a limit on ammonia emissions of 25ppm.

Passenger Cars and Light Duty Vehicles

These standards are also mainly based on corresponding regulations implemented by the EU. The first standards for new light-duty vehicles that also incorporated passenger car emissions were the PROCONVE L4 regulations, were phased in between 2005 and 2007 on the basis of annual production, i.e. 40% of produced cars in 2005, 70% in 2006 and full compliance by 2007. In 2009 the PROCONVE L5 standards were introduced, based on the Euro 4 standards. Furthermore, the Brazilian government also finalised proposals for newer PROCONVE L6 standards, based on Euro V regulations, which are intended to come into force between 2013 and 2015.

Non-Road Vehicle Engines

At present there are no standards regulating non-road emissions in Brazil. Discussions are underway regarding the possibility of introducing some form of non-road legislation based on European or US standards. Industry sources indicate that current proposals are centred on the introduction of EPA Tier 3 regulations in 2015 for all new type approvals, with new registrations of existing models requiring certification by 2017, although exact implementation schedules are still subject to change.

Chile

Heavy-Duty Diesel Engines

Emission standards for new heavy-duty diesel engines in Chile are based on both European and US regulations, with manufacturers typically given the option to adopt either one of the alternatives. Standards are typically first introduced in the Santiago Metropolitan Region and Regions IV-X, with adoption in the rest of the country occurring afterwards. The current standards for heavy-duty vehicle emissions were introduced in October 2006, with certification based on either Euro III or US 1998 standards. In 2012 a new set of standards for particulate matter (PM) will be introduced for the Santiago Metropolitan Region, based on either Euro IV or US 2007 PM limits. In addition, emission standards are also in place for urban buses in the Santiago Metropolitan region, with Euro III/US 1998 regulations coming into force in 2002, whilst the new Euro IV/US 2004 standards are expected to be introduced in September 2012.

Passenger Cars and Light Duty Vehicles

These standards are also based on a mixture of US EPA/CARB and EU regulations. At present, the standards require compliance with either Euro 4 or CARB Tier 1 regulations, which were introduced in 2006 and phased-in over 2006-2007 depending on a vehicle’s GVW. In January 2012 a new set of standards will come into force for the Santiago Metropolitan Region, whereby compliance with either Euro 5 or EPA Tier 2 Bin 5 shall be required.

Colombia

Heavy-Duty Diesel Engines

Colombia’s emission standards for diesel engines were typically based on both European and US EPA regulations, although there has recently been a distinct shift towards EU standards. In 2008 the Colombian government announced the introduction of Euro IV standards for new heavy-duty vehicles, which should come into force by January 2013. In addition, new vehicles for public transport must, as of January 2010, be fully compliant with Euro IV standards.

Passenger Cars and Light Duty Vehicles

Since June 2008, new diesel-based passenger cars and light-duty vehicles have been subject to new standards requiring compliance to either Euro 2 or US EPA Tier 1 standards. No limit is set on the level of particulate matter (PM) emissions.

Peru

Heavy-Duty Diesel Engines

Peru’s emission standards for new heavy duty vehicles are based entirely on European regulations. Since 2007, all diesel-based heavy-duty vehicles must comply with Euro III standards.
