卫梵斯是国际清洁交通委员会的高级研究员，负责重型机动车研究，特别侧重发展中国家研究，已经在北京居住超过6年。在加入国际清洁交通委员会之前，他是第一个也是唯一一个在环保部机动车污染防治中心任职的外国人。 卫梵斯拥有史丹佛大学机械工程学士学位，以及清华大学环境科学与工程硕士学位。
David Vance Wagner works for the International Council on Clean Transportation as a Senior Researcher on the Heavy-Duty Vehicles team, with special focus on developing countries. Mr. Wagner has lived in Beijing for over six years. Prior to joining the ICCT, he served as the first and only foreigner at China’s national vehicle emission policy research center, the Vehicle Emission Control Center of the Ministry of Environmental Protection. Mr. Wagner has an undergraduate degree in Mechanical Engineering from Stanford University and a Masters in Environmental Science and Engineering from Tsinghua University in Beijing.
