David’s present responsibilities include directing Navistar’s global engine/powertrain and truck/vehicle certification, compliance, and regulatory response activities. These include compliance with US (EPA/NHTSA), EU, and national (Brasil/South America, China, and India) regulations for engine emissions, engine diagnostics (OBD), and vehicle safety (FMVSS) requirements.

Previously as a lawyer in Navistar’s law department, David was responsible for a wide range of environmental law and regulations. As an attorney, David Piech's environmental practice has concentrated on federal, state, and local issues concerning: mobile/vehicle and stationary source regulatory and litigation matters; engine certification; permitting issues in air, water, and solid/hazardous waste/RCRA matters; regulatory compliance including environmental auditing and assessments; responses to federal, state and local enforcement actions; regulatory rulemakings before federal and state agencies; CERCLA/Superfund PRP administration and oversight; and new chemical substance registration under TSCA. In other legal areas, David has also worked on various labor/OSHA, contract and real estate matters.

In addition to current responsibilities and practice as an attorney, David has also worked as a chemical engineer in various manufacturing and chemical plant environments. These positions have included a laboratory supervisor at a plastic films plant, a quality engineer for a chemical division of a major manufacturer, and a process engineer for a specialty chemical division of a major chemical company.
