Carter Atkins is an Air Quality Environmental Specialist for the Port of Los Angeles’ Environmental Management Division. Mr. Atkins is the technical project manager for the Port’s Environmental Ship Index, vessel speed reduction, and other marine vessel programs. Mr. Atkins has 15 years of experience with environmental and air quality issues, both within the City of Los Angeles and as an environmental consultant. He received a B.S. in Forestry and Natural Resources Management from the California Polytechnic State University, San Luis Obispo and MBA from Pepperdine University and a certificate in Geographic Information Systems from University of Southern California
